Strategy and Tools to Scale Alternatives to Incarceration

Center for Community Alternatives, Syracuse, NY

2022

New Tomorrow worked with the Center for Community Alternatives to develop a strategy and accompanying tools to support their replication of Mitigation Services (an alternative to sentencing and defender-based advocacy program) across NYS.

Our goal was to leverage successes and lessons from NYC and Syracuse-based mitigation service programs to replicate the program in other NY counties. We started with informational interviews with program staff, former clients and funders, a comprehensive document review and an analysis of program and outcome data. We also worked collaboratively with program, executive and board leadership to guide the replication strategy and get buy-in and support.

Our team developed persuasive materials to articulate their program model and to show its positive outcomes (cost-savings, well-being, etc.), a landscape and data analysis to identify ideal county partners, communication materials to support leadership in developing an outreach and replication strategy in counties of interest, updated website copy, sample social media posts and a list of relevant private and public funding prospects.

The anticipated result of this strategy is growing the program from directly serving 60 clients to 300+, to growing the program’s operating budget five-fold to $1 million dollars (sustained through public funding), and developing a new revenue stream for training and technical assistance to jurisdictions nationwide.
